  1. Heat oven to 350 degrees F
  2. In a medium bowl, combine flour, baking powder, baking soda, salt, 1/4 cup brown sugar, cinnamon and nutmeg .
  3. Cut in butter with a fork. Add pumpkin and buttermilk. Mix with hands until dough forms.
  4. Stir in raisins.
  5. Place on floured surface and knead for one minute.
  6. Pat dough into 8- to 10-inch circle. Cut into eight pie-like wedges. Place on cookie sheet lined with parchment paper. Brush tops with egg white and sprinkle with 1 tablespoon sugar.
  7. Bake for 12 minutes or until golden brown.
