  1. Preheat heat oven to 350 degrees F. Spray two 9 x 5 x 3- inch loaf pans or three 8-1/2 x 4-1/2 x 2-1/2- inch loaf pans with nonstick cooking spray.
  2. In a large bowl, blend all purpose and whole wheat flours, baking soda, baking powder, cinnamon, cloves and salt.
  3. In a large bowl, cream butter and granulated sugar until fluffy . Stir in eggs, pumpkin and water.
  4. Add dry ingredients and stir to combine.
  5. Stir in chocolate chips and raisins. Pour into prepared pans.
  6. Sprinkle 1 tsp of turbinado sugar over each loaf.
  7. Bake about 70 minutes or until wooden pick inserted in center comes out clean.
