Spray two 9 x 5 x 3- inch loaf pans or three 8-1/2 x 4-1/2 x 2-1/2- inch loaf pans with nonstick cooking spray. In a large bowl, blend all purpose and whole wheat flours, baking soda, baking powder, cinnamon, cloves and salt. In a large bowl, cream butter and granulated sugar until fluffy . Stir in eggs, pumpkin and water. Add dry ingredients and stir to combine. Stir in chocolate chips and raisins. Pour into prepared pans. Sprinkle 1 tsp of turbinado sugar over each loaf. Bake about 70 minutes or until wooden pick inserted in center comes out clean.
