  1. Heat oven to 350 degrees F
  2. In large bowl, combine ground beef, onion, bell pepper, tortilla chips, egg, broth and taco seasoning; mixing lightly but thoroughly. Shape into an 8 x 8- inch square and place on a rack in a broiler pan. Bake 65 to 70 minutes to medium (160 degrees F) doneness, until no longer pink in center and juices run clear.
  3. Potato Topping: in medium bowl, combine mashed potatoes, green chiles, green onion and cheese. Microwave on HIGH for 1 minute; stir. Microwave for 1 1/2 minutes longer on HIGH. Spread warm potato mixture over the top of the meatloaf. Broil 3 to 4 inches from heat for 3 to 5 minutes or until top is lightly browned; cut into 6 rectangular servings.
